Hi Steve,
There is no option to make Highlights flash, I'm afraid.
If you wanted to create that sort of effect, you could trying adding multiple Highlight objects to your timeline with a gaps between each of them so that it gives the effect of the highlight appearing and disappearing. Probably you would also want to get the Highlights to fade in and out using the Transition tab of the Edit Highlight window.
